From Needs to Real-World Capabilities
ECOSYSTEM VLG World projects transform knowledge, research, observed needs and emerging capabilities into concrete experiments and actions.
A project may emerge from a program, a territory, a community, research, an identified problem or an opportunity to develop a new capability.
Not every project is intended to become public.
Incubation also provides an environment in which ideas and projects can be developed, tested and protected before potential disclosure or deployment.
FROM NEED TO PROJECT
A project rarely begins with a solution.
It begins with the observation of a need, vulnerability, disruption, opportunity or capability that could be developed.
The process then allows different responses to be explored before determining what can actually be experimented with.
Need → Observation → Research → Capability Identification → Incubation → Experimentation → Validation → Deployment → Learning → Evolution
This process is not necessarily linear.
A project may return to an earlier stage when experimentation reveals new constraints, knowledge or possibilities.
PROJECT MATURITY CYCLE
Projects can evolve through several levels of maturity.
EXPLORATION
The need, context and possibilities are investigated.
INCUBATION
The knowledge, capabilities, resources and conditions required for the project are progressively brought together.
PROTOTYPE
An initial form of a solution, system, method or capability may be built and tested.
EXPERIMENTATION
The project is exposed to real or representative conditions to observe its operation, limitations and effects.
VALIDATION
Results are analyzed to determine what should be retained, corrected, strengthened or abandoned.
DEPLOYMENT
When a capability becomes sufficiently robust and the necessary conditions are in place, it can be adapted and implemented in a real-world context.
EVOLUTION
Lessons from the field feed back into the project, its program and associated research, enabling further evolution.
PROTECTING PROJECTS UNDER DEVELOPMENT
Innovation also requires environments where research, experimentation and failure can occur without every stage being immediately made public.
ECOSYSTEM VLG World therefore applies a principle of progressive disclosure.
The level of information made public may depend on project maturity, intellectual property considerations, security requirements, territorial context, the protection of people and communities involved, and commitments made with partners.
Not everything under development is necessarily public.
Transparency does not require the premature disclosure of information that could compromise a project, an experiment, a capability, a community or a partner.
DISCLOSURE LEVELS
Depending on their nature and maturity, projects may be presented at different disclosure levels.
PUBLIC
The project and its main information may be publicly accessible.
LIMITED DISCLOSURE
The existence, general purpose or field of the project may be public while specific elements remain protected.
IN DEVELOPMENT
Only necessary information may be communicated during research, incubation or experimentation.
PROTECTED
Some projects or components may remain non-public when disclosure could compromise their development, security, intellectual property, or the people and territories concerned.
The absence of a project from this page therefore does not imply an absence of activity.
FROM PROJECT TO CAPABILITY
Completing a project is not necessarily its ultimate purpose.
A project can enable a new capability to be discovered, built, tested or transmitted.
Project → Tested Capability → Learning → Adaptation → Deployment → Transmission → Evolution
A sufficiently tested capability may then be used in other projects, adapted to other territories or integrated into a broader program.
Knowledge generated through action can therefore feed back into research and contribute to new cycles of innovation.
PROJECTS AND LOCAL INCUBATORS
Some projects may be experimented with or adapted within CUB — Local Incubators.
CUBs connect projects with territorial realities: needs, populations, resources, professions, know-how, constraints and local capabilities.
A project is therefore not simply transferred from one territory to another.
It can be contextualized, adapted and reassessed locally.

AN EVOLVING PORTFOLIO
The ECOSYSTEM VLG World project portfolio is continuously evolving.
Some projects are public. Others are undergoing incubation, experimentation, transformation or deployment.
Public projects may progressively be presented here when their maturity and disclosure conditions allow.
